The discovery of the jobong well occurred accidentally on October 8, 2018, while workers were excavating a box culvert project on Jalan Pandean Gang I, a now densely populated area with houses packed close together without side yards, and the village road only 3–4 meters wide. The jobong well, a three-tiered structure, was discovered at a depth of one meter in situ, with coordinates 49 M 0651513 9164442. When discovered, the top of the well was covered with clay and household wastewater, leaving only the first and second jobong sections visible, while the third section was submerged in water.

A team from the Trowulan Cultural Heritage Preservation Center (BPCB) visited the site to measure, document, and identify pottery fragments around the well. Based on initial observations, the well bears similarities to jobong wells from the Majapahit Kingdom. Jobong wells at that time served not only as a source of clean water for household needs, but also played a vital role in religious activities and were used as a water source for small-scale agricultural activities, such as watering plants during the dry season. The discovery of these jobong wells not only provides evidence of the existence of clean water technology by ancient communities, but also strengthens the hypothesis that the Peneleh area was a center of community activity and the development of local civilization in Surabaya in the past.
